Vote Mike Killingsworth

Mayor Of Highlands East

About Me

I am Mike Killingsworth: Here Is Why My Senior Leadership Experience Matters For Highlands East.

My wife Kelly and I are proud to be permanent, full-time residents in Highlands East. We have owned our property in Wilberforce since 2015 and have been permanent residents since 2020. Kelly has much deeper roots in the area than I do, having been a family cottager on Paudash Lake for over 30 years from childhood, and later in life closer to Wilberforce with friends on Cedar Lake and in Harcourt Park.

I am running for Mayor because our community deserves leadership with a proven, battle-tested understanding of how local government actually works.

Over a decades long career in municipal governance, I have learned the machinery of local government from the inside out. I spent 31 years at the TTC, retiring as Chief Special Constable and Head of Transit Enforcement, Fare Inspection and System Security. In that role, I managed multi-million dollar budgets, led a large, diverse workforce, and coordinated complex public safety and emergency responses. I then served as Deputy City Clerk for the City of Markham, leading the Bylaw, Licensing and Regulatory Services Division.

Why does this matter to Highlands East? Because while a Mayor’s job is to steer the ship, it helps immensely to have someone at the wheel who knows exactly how the engine works.

Having spent decades as a municipal leader, I understand the crucial boundary between setting policy and managing staff. I know how to scrutinize complex municipal budgets to find efficiencies, how to draft sensible bylaws that protect our lakes and properties, and exactly what questions to ask to hold the administration accountable to you, the taxpayer.

I am not here to bring city bureaucracy to Highlands East. I am here to use my almost 40 years of municipal experience to protect the rural way of life we love, keep our taxes fair, and ensure our local government works for everyone.

Most of all, I want to make sure Kelly and I can live in this wonderful community longer than we’ve ever lived anywhere before. I want it to be financially stable, functional, beautiful, but most of all livable.

Highlands East deserves leadership that listens and results that matter. My commitment to you is simple: I will show up, I will work hard, I will keep you informed and I will always put our residents first.

"Never Being Done Is What We're Going To Do Together."

On election day, I humbly ask for your vote to lead our community toward a brighter, more prosperous future.

Sincerely,

Mike

My Campaign Pillars

Rooted In Tradition, Ready For The Future

One Highlands East
Inclusive Representation: I will advocate for the introduction of digital town halls and joint advisory committees so seasonal residents can participate in major decisions year-round.
Fair Service Delivery: I will advocate for the implementation of smart budgeting to handle the heavy infrastructure strain during the summer peak, without ever compromising essential winter services like snow removal.
Fair Short-Term Rental (STR) Regulation: STRs bring vital tourism dollars to our area, but they cannot erode our peaceful neighbourhoods or compromise our environment. I will champion tiered licensing, strict occupancy limits, and mandatory septic compliance to ensure respect for traditional cottagers and permanent residents alike.
Real Accountability in Policing and Safety
A Transparent Service Level Agreement (SLA): Council must champion a clear SLA with the OPP that requires dedicated local patrol hours, response time standards, and targeted enforcement for our specific issues (like seasonal property crime and speeding on our trails/waterways).
Actionable Data: We need publicly available, Comp Stat-style crime mapping. We cannot manage what we do not measure.
Proactive Municipal Safety: I will revitalize Neighbourhood and Cottage Watch programs, advocate for improved lighting at trail heads to deter vandalism, and prioritize clearing the dangerous tree debris left on our roadsides from successive catastrophic ice storms.
Connecting Our People: Transit, Housing & Recreation
A Functional Transit Lifeline: In my retirement, driving accessible vans for Haliburton Highlands Health Services has shown me the heart of our challenges. I’ve seen how isolated our seniors and workers can become. I will use my 40 years of transit expertise to fiercely advocate for a fiscally responsible, demand-responsive transit system. I know the mechanics of transit, and more importantly, I know the local roads and the people who need them.
Housing & Recreation: We need workable housing solutions so our youth can stay where they grew up, and our seniors can retire with dignity in their own community. Furthermore, our arenas, community centres, the Cardiff Pool, and the Wilberforce Curling Club are where memories are made. I will prioritize their maintenance as vibrant, essential hubs.
Responsible Growth and Environmental Stewardship
We do not have to choose between a healthy economy and an unspoiled environment. Our lakes and rivers are the heart of Highlands East. I will insist on community-led planning—giving you a voice before ground is broken—and support smart, targeted zoning that directs development to existing hamlets, protecting our sensitive ecological zones from any potential sprawl.

What My Professional Peers Say About Me...

Mike Walker

Chief-TTC Special Constable Services (Retired)

"I had the pleasure of being Mike Killingsworth’s commanding officer for 9 years and have followed his career since my retirement. Mike was a conscientious hard working officer while working for me and progressed through the ranks to my former position - serving with honour through some difficult times. The role of Chief at TTC requires skill and the ability to work with all levels of politics as well as dealing with budget for a large workforce and key performance indicators. He served with distinction at the Municipal level in a role where politics and budgets were a major portion of his job. Mike is a passionate individual, a people person, and a man with ethics and the ability to study all options, consult with the community and make the best decisions. I have been involved in local politics in Dufferin County and from my experience I know that Mike is more than qualified to be Mayor of your community."

"I like Mike!"

Robert Smith

Head-TTC Bus Transportation (Retired)

"Mike, after more than 20 years working together at the TTC, I can honestly say you are one of the most steady and dependable leaders I had the chance to work with. You always brought a calm, thoughtful approach to tough situations and had a natural ability to bring different people and groups together to find practical solutions. What I respected most was your quiet confidence, your fairness, and the way you kept things moving forward without drama, just focus and good judgment. The Highlands community is lucky to have someone with your character and experience stepping up to serve. Wishing you all the best my friend."

Mike Palmer

Former Chief Operating Officer-TTC

"I know Mike through a work context from my four years at the TTC where he was Deputy Chief of Transit Police, and then Chief of Transit Police. I was the Deputy Chief Operating Officer and then Chief Operating Officer. Mike is many things - kind, generous with his time, caring (including personally investigating me being assaulted), a people person as we stood side by side at the Toronto Police College to present newly qualified Transit Officers with their badge knowing every new officer by name. Policing Toronto ‘s transit system (not for the faint hearted). He is measured, calm, organized and has amazing integrity and ethics. Though I have never lived in the Highlands East area, I have spent many happy weeks nearby on Papineau Lake and the Bancroft area. I can think of no better candidate suitable for election to the role of Mayor for all of the issues Mike has highlighted from his inbox. Mike - good luck with the election and I look forward to heading your way later this year to meet the new Mr Mayor."
John Cantlon

Detective Constable (Retired)

"We grew up together and have been close friends for over 50 years. You are loyal, honest and have a ton of integrity. You will make a fantastic mayor, I am here for anything you need my friend."
